Digital Tax Portal Streamlines Government and Taxpayer Tasks

Challenge
Slovenia’s Financial Administration sought to enable its taxpayers to fulfill obligations from anywhere via a modern online portal. To develop the platform, the team required a partner with deep technical expertise to build a robust and scalable platform.
Outcome
Partnering with Endava, the administration was able to launch an online portal and mobile application enabling over 200 services with more than 180,000 active users engaging with the system in the past year.
The Financial Administration of the Republic of Slovenia sought to modernise its tax administration processes, allowing for more efficient and transparent services. Its existing system incurred postage costs and slow processing times and there was a growing need for a digital tax portal.
It turned to Endava to modernise its tax management services with a digital solution: a national tax portal named eDavki.

People-centric technology to benefit all
Together, we worked to identify a technology solution that would benefit both the tax authority and taxpayers by streamlining processes and improving transparency. It needed to be user-friendly, accessible and secure for a diverse range of taxpayers. To achieve this, a combination of technology was used, including:
- Our teams worked to build a scalable, secure application with dynamic web pages capable of handling real-time data processing and heavy traffic, while also being easy to maintain.
- Extensible markup language (XML) data formatting, to ensure seamless information exchanges between the tax portal and other systems, simplifying the submission process and reducing errors.
- Service-oriented architecture (SOA), enabling the integration of more than 200 tax-related services.

Streamlining services and submissions
The eDavki portal allows taxpayers to safely and easily fulfill obligations from anywhere at any time, submitting documents, reviewing information and collecting documents from the financial administration team. They can also view their tax cards, use online services and manage authorisation for themselves and other taxpayers.
For the administration team, there have been several benefits from its introduction such as cost savings on postage, a reduction in processing costs driven by fewer errors, the elimination of transcriptions and the introduction of automatic processing.
Key outcomes of the platform’s launch include:
- 750,000 active users including around 400,000 mobile app users
- 6.5 million documents filed by taxpayers per year
- 1.8 million documents served per year
- 4 million taxpayer views of financial data per year
Developing the solution has significantly increased our public sector capability and enabled us to follow best practices and provide similar expertise globally.
